Require mandatory initial move-in inspections.
Provide the ability for owner/agent to self-inspect upon proper training and certification.
Allow for annual owner/agent inspections on voluntary basis.
Require a training and certification for everyone conducting inspections on behalf of owners with required re-certifications every five years. Exemption for some professionalism a basis yet to be determined by the Advisory Stakeholders Committee (such as current inspectors, etc.) at the direction or discretion of the Chief Code Enforcement Officer. This could include an initial inspection.
Require the retention of annual inspection reports/visual documentation for a three year period subsequent to tenant move-out.
Require audits (paper inspection) for owner/agent inspected units on a five year cycle.
Owners/agents who have failed the audit process would require County inspections.
Problem properties as defines later are not eligible for owner/agent inspections.
Dept. of Neighborhood Services will be designated as the sole provider of certification for trainers.
Continuously exempt properties built within the previous five years.
During program initiation any property having two or more violations per year for the last two years would not be eligible for self-inspection.
Require a County inspection or audit every five years. During the initial "ramp-up" program implementation, and annual 20 percent inspection rate may not be achievable.
Establish recidivist (problem properties) process for annual inspection priority. A problem property is defined as any property or owner having failed to correct a violation in the timeframe permitted or agreed on.
Establish problem property listing.
Require County inspections twice per year for properties deemed problem properties.
Require two acceptable County inspections prior to removal from the problem property listing
Provide ability to review, audit and inspect other properties under same ownership.
Exempt SHRA public housing and Section 8 housing from the program.
Audits (paper inspections) and physical inspections at Dept. of Neighborhood Service's sole discretion.
This ordinance does not supersede or negate any other inspection procedures or ordinances including complaint response and/or vacant or abandoned units.
To initiate the program, any property having two or more violations without timely compliance within the last twelve months will not be eligible for self-certification/inspections.
Notice of failed audit and inspections will be provided to the tenants.
